Monkey.D.Luffy Meta Deck · OP17+EB05

The Elbaph package was built for this leader, and this is the only deck that runs all of it. A wall of blockers that cost one or two DON!! each, behind two-drops that swing for 5000 on both turns. The two cost-12 checks, the 5-drop that misses by one point, and ten matchups.
